Two-Unit Developments and Urban Lots Splits are permitted in accordance with the adoption of an urgency ordinance by the Brentwood City Council. Once the regular ordinance takes effect, it will be made available on this page.
These types of projects must be allowed under California Senate Bill (SB) 9, which was signed into law by Governor Newsom on September 16, 2021 and took effect on January 1, 2022. SB 9 allows duplexes (two-unit housing) and urban lot splits (the creation of two new lots) in areas of the City that are generally zoned to allow only one unit per parcel (traditional single-family zoning). As long as these projects are consistent with objective zoning, subdivision, and design standards, these projects are exempt from discretionary review and must be administratively approved.
