Sewer (Wastewater)
The Wastewater Division is responsible for operating, monitoring and maintaining the City's Wastewater Treatment Plant (WWTP). Its Collections Division is responsible for cleaning wastewater mains, drain inlets, catch basins, and for making repairs to over 19,760 connections of wastewater mains and residential laterals. Wastewater lines are cleaned and camera inspected year round to prevent Sanitary Sewer Overflows and to ensure the integrity of the collection system.

WWTP Diagram & Process
The City's Wastewater Treatment Plant is a 5.0 million gallon per day (MGD) extended aeration/activated sludge facility. The treatment plant discharges tertiary treated effluent into Marsh Creek. This effluent meets or exceeds CA Title 22 drinking water standards. The treatment plant was designed and built to facilitate an expansion to an average dry weather flow of 10 MGD.
Sanitary Sewer Management Plan (SSMP)
The City's sewer collection system is operated and maintained in accordance with provisions set forth in the SSMP. This document outlines how the collection system is designed, operated, and maintained in normal and emergency situations, and provides guidance and direction to ensure that the system is operated efficiently and in accordance with industry best practices.
Environmental Compliance
The Environmental Compliance Division is responsible for preventing toxins and other hazardous substances from entering local waters. The City has implemented several programs for industrial and commercial businesses to control pollutants at their source. Residents can also find information here on what they can do to help.
