Design Guidelines
Residential Development Projects
On June 27, 2023 the City Council approved interim Objective Design Standards applicable to projects with residential units. These standards are mandatory for all housing development projects including single-family and multi-family homes, two-unit developments and urban lot splits, mixed-use projects, and transitional or supportive housing projects. All single-family residential projects should complete the Single-Family Interim Objective Design Standard Checklist and all multi-family and mixed use projects should complete the Multi-Family/Mixed Use Interim Objective Design Standard Checklist.
The City is currently creating a robust group of permanent residential design and development standards (i.e., objective design standards), to ensure that projects deliver high-quality design, appropriate site planning, and amenities, and are compatible with surrounding neighborhoods and the community.

Commercial & Industrial Development Projects
The Commercial & Industrial Design Guidelines were adopted by the City in 2001, as Brentwood was experiencing a period of rapid growth. These guidelines were put in place to assist in reinforcing a unique community identity and sense of place. They are intended to assist property owners, developers, staff, and decision-makers in working together to create an economically vital community with a high standard of environmental and visual quality. The overriding goal of the guidelines is to build upon the uniqueness of Brentwood.
Standard Conditions of Approval
The City maintains, and periodically updates as necessary, standard conditions of approval for various types of development projects. These conditions are applied to each project at the time of approval, along with any required site-specific conditions.

Master Sign Programs
Over the years, the City has approved a number of master sign programs, which are essentially sign regulations for specific developments (i.e., The Streets of Brentwood). Most of the city’s existing multi-tenant commercial developments have master sign programs, which are crafted and approved specific to their location.
Zoning Ordinance
The Zoning Ordinance functions as the community's primary tool for implementing the goals, policies, and actions of the General Plan. The Zoning Ordinance is part of the City’s Municipal Code and its primary purpose is to protect and promote the public health, safety, and welfare of the community.
